Minutes of the Annual General Body Meeting of the Faculty Association held on 08/02/2000 1. The General Secretary, Dr. Abinandanan, welcomed the gathering. 2. The minutes of the previous General Body Meeting were read out by the General Secretary. Approval of the minutes was proposed by Prof. Swami Manohar and seconded by Prof. Surolia, and the General Body approved the same. 3. Prof. Surolia, in his presidential address, stated that some of the successes of the Faculty Association in the past year included the timely release of arrears as per the Fifty Pay Commission recommendations. Regarding the introduction of the cadre of Professor of Eminence, he said that the Council accepted this in principle in April 1999, and the approval of the Council for the eligibility criteria was reported in the Senate. However, for some reason, this has yet to be established. Anomalies in the pay scale of SSO, TO, Scientific Assistants and Assistant Professors were raised with the administration. The Anomalies Committee was set up to look in the matter, and a presentation was made by the FA to the committee. The anomalies in the salary for Assistant Professors was resolved, but that of Senior Scientific Officers is yet to be resolved. He expressed his unhappiness at the fact that issues that are most likely to benefit the members of the faculty get delayed in the Senate of the Council, such as the Professors of Eminence cadre. He said this has been raised with the Director at the most recent meeting. He said the FA was working towards making the institutions in the institute, such as SID, CSIC, etc. as transparent as possible. He expressed his happiness at being associated with the FA, and said this gave him a feeling of being a part of the organisation. He urged other members also to take an active part in the FA activities. 4. The General Secretary, Dr. Abinandanan, presented the annual report. 5. One of the returning officers for the FA elections, Dr. Vasantacharya, presented the results of the elections for the Executive Committee. There were two valid nominations in Category 1, Prof. Diptiman Sen and Dr. P. S. Kulkarni, and they were declared unopposed. There were two valid nominations in Category 2, Dr. Ashok Raichur and Dr. K. Muthukumar, CEDT, and they were declared elected unopposed. There was one valid nomination in Category 4, Mr. Swayambu, and he was declared unopposed. Since there were two vacancies from Category 3 and on from Category 4 with no valid nominations, nominations were sought from the floor. Dr. Prasad, Physics Department, was proposed for Category 3 by Mr. Shivakumara and seconded by Prof. Surolia, and he was declared elected. Mr. C. Rajanna was proposed for Category 4 by Mr. Adinarayanamurthy and seconded by Mr. Shivakumara, and he was declared elected. Ms. P. G. Vathsala (Biochemistry) was proposed for Category 3 by Mr. Shivakumara and seconded by Mr. Siddhagangappa, and was declared elected. 6. The annual report was presented by the General Secretary. 7. The meeting proceeded with the discussion of items from the floor. Dr. Vasan read out a letter which he had written to the EC of FA, expressing his unhappiness at the fact that the anomaly for the Senior Scientific Officers pay and the post of Chief Scientific Officer were not taken up by the administration. He proposed that the General Body adopt a resolution expressing their unhappiness at the delay in implementing the Fifth Pay Commission Report for Senior Scientific Officers, and the delay in taking up the creation of the post of Chief Scientific Officer. The General Body unanimously adopted the same. Dr. Prasad expressed the concern that the conversion from Technical Officer to Scientific Officer upon acquiring a PhD, which used to be automatic, was now on the basis of an evaluation. The President stated that this will be taken up with the administration after ascertaining all the facts. Other issues such as poor campus maintainance, teaching and maintainance in the Kendriya Vidyalaya, car parking in Vijnanapura, statement of accounts of the pay commission arrears were also discussed. The General Secretary indicated that the reapportioning of the number of Executive Committee members among the different categories would be taken up by the next Executive Committee in accordance with the Rules and Regulations of the Association.
