Minutes of the Faculty Association Executive Committee meeting held on 25 June 2001

A. Housing

Prof. Jayant Modak and Mr. Adinarayanamurthy first briefed the FA EC on the proceedings of the housing allotment committee meeting , held on 25.06.01. Prof. Modak and Mr. Adinarayan Murthy attended this meeting as the representatives of FA. The newly constructed D and E type quarters, near the Janata Bazar, are ready for allotment. There are 18 D and 18 E type apartments. Out of this, 10% of the apartments are alloted for DDQ (Director Discretionary Quota). In addition to this, Administration has requested for allotment of 1 D and 1 E quarters to their cadre. There are no clear cut guidelines for such allotment. The chairman of the housing allotment committee has sought clarification from admin regarding this issue. It was decided that at present 15 D and 15 E type apartments will be allocated as per institute norms and 1+1 apartments will not be allocated to at present pending the clarification sought by the committee. The issue of allotment of houses to those who have availed institute loan/interest subsidy was also discussed. As per the 1983 resolution of the council, no such allotment is permitted. This is being followed in recent years vigorously.

After a detailed discussion among EC members following the above briefing, the following consensus emerged:

1. Allotment of 1+1 apartment to administration is unacceptable. This will be communicated formally to the Housing allotment committee with copy to the director.

2. Computerization of housing allotment records is a long overdue. Administration should be urged to complete this process in very short time.

3. Housing facility on campus should not be extended to those who have availed institute loan/interest subsidy. In the past some exceptions such as taking loan for construction outside Bangalore has been permitted. FA is not in favor of such exceptions. Rule should be applied to everybody uniformly.

4. New apartments do not have any vehicle parking facility. Some provision for parking nearby should be sought.

5. Main campus D and E apartments need some renovations/alterations. Renovation program in phased manner is desirable and pursued with administration.

6. Construction of more faculty housing to be pursued. For this, a feedback from occupants of the new quarters is required.

7. There has been serious problems faced by faculty while interacting with the Administration in regards to housing matters. A case was brought to the attention of FA where a request submitted by the faculty for horizontal transfer of apartments was not brought for consideration of the Housing Allotment Committee. A representative of the FA brought it to the attention of chairman. As a safeguard against future such occupancies, FA member can send a copy of such communications to FA so that we can follow up the case effectively. Members are also urged to send a note to FA regarding any difficulties faced in interacting with this Unit.

 

B. Professor of Eminence

The MHRD has approved a scheme of Professor of Eminence following the report of the Vth pay commission. Our Institute is yet to formalize the procedure for selection of Professor of Eminence. A committee has been appointed by the council to come up with the guidelines almost 2-3 years back. However, there is no progress on this issue. It is felt that this scheme should be made operational soon. FA has written to Director in September 1999 about this issue however no response has been received. It was decided to bring this point up with the director during the next meeting.

A meeting with the Director to discuss these issues is sought.
